The word gets stretched. Some tools solicit bids (find subs, send ITBs) and call it leveling. True leveling normalizes scope across quotes — aligning inclusions and exclusions, adding back missing scope, reconciling retainage and payment terms — so the cheapest number isn’t mistaken for the lowest true cost.
